America’s Responsibility to Protect Immigrants Fleeing from Danger
Report proposes new paradigm for immigrants fleeing dangerous situations
The Center for American Progress (CAP) recently released a report called “A Rights-Centered Paradigm for Protecting the Forcibly Displaced,” which proposes several alternatives for the US to play a more humanitarian role regarding immigrants who must leave their countries to avoid precarious situations.
Thousands of immigrants try to flee from danger, persecution, violence, war, extreme poverty or natural disasters and must leave their countries to seek new opportunities and protect their lives; sometimes this happens with entire families. Normally, they seek international protection in first world countries, whose immigration systems offer humanitarian programs to protect their integrity.
However, CAP claims that international agreements for refugees or people forcibly displaced are not strong enough to protect the integrity of millions of immigrants who yearn to build a promising future.
Let’s look at official figures from the United Nations (UN):
- There are currently nearly 80 million people displaced from their countries.
- Between 2010 and 2019, an estimated 100 million people had to forcibly leave their countries.
- Projections estimate that 320 million people could be forcibly displaced over the next decade.
Therefore, CAP states that the protection system for people forcibly displaced must be restructured to close existing gaps and avoid an international humanitarian catastrophe in the medium and long term.
Adding to that, CAP also states that the role of the US is essential to involve other countries and achieve international cooperation to protect the rights, integrity and life of the most vulnerable immigrant communities.
Thus, the report concludes that, to avoid a global immigration crisis, the US must:
- Adopt a local immigration system based on human rights.
- Change the current immigration paradigm, which classifies immigrants as criminals.
- Revoke immigration policies implemented by the Donald Trump administration.
- Create agreements and alliances to protect the integrity of people forcibly displaced.
- Lead by example and encourage global cooperation.

The incoming government could improve the global immigration situation
This report was released after the US presidential elections, which took place on November 3, 2020. The American population elected the Democratic nominee, Joe Biden, as the 46th president of the US, who will take office in January 2021.
The Biden-Harris administration has a fairly welcoming stance on immigration. In fact, it plans to revoke Trump’s policies and implement an inclusive immigration system that encourages international cooperation.
Thus, CAP states: “A Biden-Harris administration should lead the international community in delivering a comprehensive, human rights-centered solution to this shared global challenge (…) That leadership begins by rebuilding a working resettlement system at home, restoring asylum protections, and pressing other countries to abide by their commitments to support a global system that delivers on the promise of protection for all.”
