The Migrant Protection Protocol (MPP) is an agreement signed between the governments of the US and Mexico. This agreement is commonly known as “Remain in Mexico”.

Broadly speaking, MPP states that immigrants who arrive at the borders of the US and wish to apply for political asylum must remain in Mexico until they receive a response to their immigration requests.

The MPP program was officially implemented in 2019 and its first anniversary was in January 2020.

The current administration of the US ensures that MPP brings benefits to the country and avoids unnecessary burden on the local economy.

Let’s look at some of the arguments presented by Trump’s government:

  • The MPP prevents Immigration Detention Centers of the Immigration and Customs Enforcement (ICE) from becoming overcrowded.
  • Prevents immigrants without legal documentation from entering the US and using public services.
  • The MPP protects the country from clandestine work (without legal documentation).
  • It avoids the exhaustion of local resources.

In exchange, the US government offered several benefits to Mexico, including:

  • Monetary aid to improve the quality of life of Mexican citizens and thus decrease migration from this Central American country.
  • Streamline visa processes for Mexican citizens.
  • Process immigrants’ asylum requests under the “Remain in Mexico” policy in less time than normal.

MPP and the Global Coronavirus Pandemic

The current situation of asylum seekers who remain in Mexico is devastating, and the arrival of the Coronavirus aggravates their reality.

They live in marginal conditions:

  • They live in temporary shelters built by themselves.
  • They do not have access to health supplies, bathrooms are not hygienic, and soap is not available.
  • These shelters are overcrowded, making it difficult to have the required social distance to avoid a massive outbreak of Coronavirus.
