Biden’s spending bill, called the “Build Back Better” agenda, could open up a fairly favorable financial pathway for immigrant students protected by two deportation relief programs:
- TPS (Temporary Protected Status).

In the budget package, the Biden administration proposes to invest billions of dollars in the higher education sector, which also includes the possibility of offering federal financial aid to foreign students who meet certain eligibility requirements.

There is still much to be done to protect immigrant students
Biden’s proposal within the budget package is quite positive for eligible international students, but the reality is that it would not be enough to protect all undocumented students.
Why do we say this?
- There are currently about 427,000 undocumented students in the US, but only 181,000 would be eligible to access financial aid programs under Biden’s agenda.
- In other words, only 42% of undocumented students would benefit from Biden’s spending bill.
In fact, according to a recent Inside Higher Ed report, “while expanded federal aid to DACA recipients and TPS holders would be a welcomed change by advocates, it wouldn’t help the majority of current and prospective undocumented students”.
