Border forces had an agreement with Guatemala
In early 2020, agents from Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), two of the branches of the Department of Homeland Security (DHS), traveled to Guatemala with the purpose of helping local entities to improve the management and prevention of illegal immigration.
In fact, the agreement between these two countries specifically stated: “U.S. personnel under this agreement will not conduct immigration or law enforcement operations; they are in country for mentoring, advising and capacity-building purposes only.”

The US border forces violated the agreement with Guatemala
AP News recently informed that Democratic members of the US Senate Foreign Relations Committee reported Tuesday, October 13, that border forces violated the agreement with Guatemala earlier this year.
Federal agencies of the US, which only had the purpose of supporting Guatemalan law enforcement agencies, transported a caravan of undocumented immigrants back to Honduras, which was not part of their duties.
The report revealed that DHS admitted that funds from the State Department’s Bureau of International Narcotics and Law Enforcement Affairs were used to hire three vans to return immigrants to the borders of Honduras, without following any kind of protocol.
In fact, the report states that “operation to transport Honduran migrants was conducted in an improvised manner without any protocols in place to address security considerations or ensure the personal safety and human rights of the migrants.”
Members of the Foreign Relations Committee ask the Office of Inspector General (OIG), both DHS and the Department of State (DOS), to conduct a thorough investigation regarding violations by the US border forces.
