Democratic Leaders Support Protests to Promote the Path to Citizenship
Senate Parliamentarian’s intervention on immigration provisions
Biden’s spending bill, called the BBB (Build Back Better) agenda, is currently in the eye of the storm since it is under Senate review and it includes a number of immigration provisions that seek to enact the first comprehensive reform in decades.
The reason why the Biden administration is pushing for substantial changes to the immigration system through the spending bill is because it would allow it to circumvent the Republican filibuster in the Senate through the budget reconciliation process, provided the Democratic caucus is united.
However, the Senate Parliamentarian, policy advisor to this chamber of Congress, has weighed in on the Democratic leaders’ plans several times, rejecting the immigration language included in the spending package on two occasions:
- The initial and primary plan of Democratic leaders was to open a path to citizenship for immigrants residing in the US undocumented, about 11 million people.
- The second attempt by Democratic leaders was to update the Registry Provision to allow eligible undocumented immigrants to apply for a Green Card, which grants lawful permanent residency, provided they have resided in the US for a specified period of time, usually 15 years.

Democratic leaders join activists to support path to citizenship
On Tuesday, December 7, several Democratic political leaders joined a group of approximately 150 activists in front of the US Capitol, calling on the Biden administration to include a path to citizenship in the budget package.
At this point it is important to explain that the Senate Parliamentarian’s rulings are not necessarily a fixed order or verdict, but rather an explanation and an opinion on the Senate’s budget procedures and policies.
Therefore, activists and Democratic leaders are calling on the Biden administration to move forward with its intention to open a path to citizenship for undocumented immigrants.

Immigration language is now quite small
Following the Senate’s rejection regarding the first two immigration proposals in the budget package, Democratic leaders have narrowed the immigration provisions and now propose to expand the parole power to offer temporary protection from deportation to approximately 7 million undocumented immigrants, who are essential workers in all kinds of sectors.
This has sparked dissent among immigrant rights advocates, who claim that expanding the parole power would only offer a temporary, not permanent, solution for undocumented foreign workers.
