House of Representatives to Decide on Foreign Farmers and Dreamers
Immigration proposals under congressional review
By electing Democratic nominee Joe Biden as the 46th president of the US, the local population opened a door of hope and optimism for immigrant communities. This is mainly because, between 2017 and 2021, the Donald Trump administration tried to restrict legal immigration and curb illegal immigration at all costs, which led to the implementation of strict policies that substantially reduced options available to foreigners.
Now that President Joe Biden is leading the White House, his administration plans to introduce new policies to modify the entire immigration system and push through the first comprehensive immigration overhaul in 35 years. In fact, the Biden administration recently introduced an immigration bill (in pieces) for congressional review, which, if passed, would represent a substantial change in the way the US approaches immigration.
To give a specific example, one of President Biden’s proposals is to offer a path to citizenship for millions of immigrants residing in the US undocumented, who, in his opinion, are a fundamental part of the economic fabric and are essential to overcome the current crisis.
Aside from Biden’s immigration bill, members of the US House of Representatives are currently reviewing other immigration proposals, including several bills that had previously been introduced and rejected by Congress.

House of Representatives to decide on two immigration proposals this week
This week, the US House of Representatives will decide on two immigration proposals that involve:
- Dreamers, young immigrants who came to the US as minors and do not have legal documentation.
- Beneficiaries of TPS (Temporary Protected Status), an immigration program that protects from deportation nationals of certain countries experiencing ongoing armed conflict, epidemics, natural disasters and other precarious situations.
- Undocumented farmworkers, who are an essential part of the US food supply chain, but are subject to deportation and do not have access to social benefits.
On the one hand, the House of Representatives must decide on the “American Dream and Promise Act,” which was reintroduced by three Democratic members on March 3, 2021 and which, if passed, would offer conditional permanent residence to Dreamers for 10 years. Also, it would suspend TPS beneficiary removal orders and allow them to apply for legal permanent residence, so long as they meet eligibility requirements.
On the other hand, the House of Representatives must decide on the “Farm Workforce Modernization Act,” which was also recently reintroduced by several Democratic members. This act would allow undocumented farmworkers to obtain CAW (Certified Agricultural Worker) status and, if they meet mandatory requirements, they might become LPRs (Lawful Permanent Residents).
