The budget reconciliation process

When the spending bill was initially introduced, Democratic leaders sought to include certain immigration provisions in the budget package with the approval of the Senate Parliamentarian.

The original proposal, which included a path to citizenship for undocumented immigrants, was limited to providing temporary residency permits after being rejected a second time.

However, the Parliamentarian considered that even with the new modifications, the immigration language did not comply with the regulations to be included in the spending plan and rejected the proposal for the third time in December 2021.
