New Alternatives to Mass Immigration Detention
Mass immigration detention and its costs
The US has a long history of mass immigration detention, especially under the Donald Trump administration, which signed several contracts with private prison companies to house hundreds of thousands of undocumented foreigners apprehended by border forces.
Aside from the fact that detaining immigrants en masse in prisons or jails is not really an effective strategy, there are other economic burdens involved that tremendously affect federal funding.
Let’s look at some important facts:
- Between 2017 and early 2021, the Trump administration paid between $120 and $140 daily to private prison companies for each immigrant detained in their facilities.
- In 2019 alone, the Trump administration spent approximately $3.2 billion in the process of incarcerating undocumented immigrants through contracts with private prison companies.

Who are detained immigrants?
Aside from the large federal expense of detaining immigrants in jails or prisons, it is important to understand who the immigrants apprehended at the borders are and whether this mass detention strategy is truly efficient.
The vast majority of immigrants apprehended in border territory are people urgently seeking international protection in the US, who plan to apply for political asylum while trying to flee precarious and risky situations.

The Biden administration proposes alternatives to immigration detention
In August 2021, Biden’s DHS (Department of Homeland Security) unveiled the CMPP (Case Management Pilot Program), which seeks to expand ATD (Alternatives to Detention).
Under this proposal, Biden’s DHS plans to create partnerships with non-profit or local government-owned organizations to monitor immigrants with pending deportation proceedings and make sure they have all the details necessary to comply with due process requirements.
