Protests: Immigrants Call on Biden to Keep his Promises
Immigrants urge Democrats to keep their promises
Hundreds of immigrants have participated in multiple rallies across the US during the last weeks, asking the Biden administration to fulfill its promises related to the immigration sector, especially when it comes to comprehensive reform.
To understand the issue at hand, it is important to explain that Biden arrived to the White House with the firm intention of promoting a comprehensive immigration overhaul in Congress, which would be the first in decades, since 1986.
This immigration reform would offer a path to citizenship for millions of undocumented immigrants, including Dreamers (young immigrants who came to the US as children), beneficiaries of deportation relief programs such as TPS (Temporary Protected Status) and DED (Deferred Enforced Departure), undocumented farmworkers, inter alia.

Why are immigrants calling on Biden to keep his promises?
Immigrants who have participated in rallies state that the Biden administration is accepting defeat in front of the Senate Parliamentarian, when it should not be the case.
At this point it is important to explain that, in order to open a path to legalization for undocumented foreigners, Democratic leaders included an immigration resolution in the 2022 budget package, which could be passed through the reconciliation process to avoid the Republican filibuster in the Senate by needing only 51 votes (from the Democratic Caucus).
However, recently, the Senate Parliamentarian twice rejected the immigration language included by Democratic leaders in the budget package, stating that a policy change of that magnitude is not entirely a budgetary issue.
Thus, protesters state that the Biden administration is blindly accepting the Senate Parliamentarian’s opinion, when it could simply set it aside. In fact, they argue, “They owe us. During their campaign they promised a path to citizenship for TPS holders, DACA (Deferred Action for Childhood Arrivals), and essential workers but they keep exploiting us”.

Democratic leaders may evade the Senate Parliamentarian’s ruling
It is important to understand that the Senate Parliamentarian’s ruling is not a fixed order or verdict, but rather an expert opinion interpreting the protocols and rules of Congress, more specifically of the Senate.
Therefore, according to the opinion of several experts, if Democratic leaders take the Senate Parliamentarian’s ruling as an order, it is their decision, because the reality is that they could continue to promote immigration reform through the budget package with the help of the Democratic Caucus in the Senate.
