Senate Parliamentarian reduces the possibility of immigration reform
The Senate Parliamentarian has rejected three times in a row the immigration language included by Democratic leaders in Biden’s spending bill, which was introduced through the budget reconciliation process.

- The budget reconciliation process would allow Democratic leaders to evade the Republican filibuster in the Senate by needing as few as 50 votes to pass the social spending bill.

The Democratic leaders’ proposals
So far, Democratic leaders have modified the immigration language in the budget package three times because the Senate Parliamentarian has intervened and rejected their proposals.

The registry provision
After the first intervention by the Senate Parliamentarian, Democratic leaders proposed updating the Registry Provision to offer Green Cards, or lawful permanent residency, to millions of undocumented immigrants, provided they met certain eligibility requirements. However, the Senate Parliamentarian rejected this proposal in late September.

The parole power
