The Biden Administration to Reinstate the CAM Program for Migrant Children
DOS restarts the CAM program
On Wednesday, March 10, 2021, the DOS (Department of State) released a statement, announcing that the Biden administration will implement the CAM (Central American Minors) Program again, which was invalidated in 2017 by the Donald Trump administration.
The CAM program allows certain children from El Salvador, Honduras and Guatemala to request refuge in the US before coming to the country and reunite with their parent(s), who must hold legal documentation to access this benefit. Minors must also meet certain eligibility requirements in order to apply to this program.
The Biden administration plans to expand the CAM program to protect immigrant minors and prevent a humanitarian crisis at the US borders. Adding to that, the reinstatement of the program will have two phases:
- Phase One: The USCIS (US Citizenship and Immigration Services) is working closely with the PRM (Bureau of Population, Refugees and Migration) to reconsider applications closed by the Trump administration.
- Phase Two: The USCIS and PRM will start receiving new CAM applications after reviewing previously rejected applications.
DOS states that this decision is part of the Biden administration’s comprehensive action plan to improve the local immigration system and regional migration management. In fact, the current administration of the US assures that expanding legal immigration alternatives will contribute to reduce irregular immigration and protect the borders from any other illicit activity.

The Biden administration expects great benefits from the CAM program
The Biden administration is currently facing a crossroads because, on the one hand, it plans to restructure the entire immigration system and promote the first comprehensive immigration reform since the 80s, but, on the other hand, the number of illegal crossings at the US borders has risen sharply in recent weeks, especially by unaccompanied immigrant minors, drawing the attention of opposition groups.
As a result, the Biden administration has come under fire for the way it is approaching immigration, and several opposition groups claim that its policies are increasing irregular immigration.
However, the fact that the Biden government has decided to reinstate the CAM program shows that it is aware of the situation at the borders and hopes that this new strategy will reduce illegal immigration, especially when it comes to unaccompanied migrant children.
